This is not regular first class but registered mail often specie which is held in a special pouch and placed in the company agents safe. Titanic arrived late at Cherbourg and there was a great deal of confusion with luggage parcels and mail to get aboard as soon as possible. Added to this
was a disruption due to the French Railways being on strike resulting in a significant number of mailbags assigned to that port that didnt reach RMS Titanic. In that case this registered mail would be held until the next available Royal Mail Steamship. Mail that was stamped with this particular
frank is very rare only several have turned up and coincidentally were going to this same address in Washington DC.
